The U.K. will expand age restrictions on vaping and nicotine products beginning Oct. 29, under the Tobacco and Vapes Act 2026, according to a government press release.
The legislation extends the minimum purchasing age of 18 to nicotine-free vaping products, nicotine pouches and other nicotine products that were previously exempt from certain restrictions. The changes will affect retailers across England, Scotland, Wales and Northern Ireland, bringing a broader range of products under age-verification requirements.
The law also prohibits adults from purchasing or attempting to purchase vaping and nicotine products on behalf of anyone younger than 18. Retailers will face new restrictions on promotional practices, including bans on free product samples, promotional coupons and substantial discounts intended to encourage purchases. Ordinary price reductions will not automatically be prohibited, but enforcement will depend on the size and purpose of the discount. Violations may result in financial penalties, with certain offenses carrying fines of up to approximately $3,300 in England and Wales.
The expanded restrictions accompany a ban on publicly accessible vending machines selling vaping and nicotine products, also taking effect Oct. 29. The legislation follows the introduction of a vaping liquid tax Oct. 1 and is part of a broader government effort to discourage nicotine use among young people. Additional regulations covering packaging, flavors, product displays and retail licensing could follow as authorities implement other provisions of the law.
