NAMA weighs in on Connecticut breakroom monitoring bill

The National Automatic Merchandising Association is welcoming the enactment of Connecticut Public Act 26-89, legislation that will allow camera-based security monitoring in self-service kiosks in employee lounges and break rooms, according to a press release. The organization said the measure, which goes into effect Oct. 1, 2026, supports loss prevention efforts and enhances security for workplace self-service retail operations. Connecticut is the only state in the country that prohibits video surveillance in employee areas of the workplace.

NAMA said the law reflects the growing role of convenience services such as micro markets, vending machines, office coffee service and pantry programs in providing employees with access to food, beverages and other essentials in workplaces where traditional retail options may be limited. The association noted that recent research from the NAMA Foundation points to continued growth in self-service retail and workplace amenities.

Michael Hogg, NAMA's director of state and local government affairs, said the use of standard security tools helps operators keep workplace amenities safe, reliable and well-stocked. NAMA worked alongside local operators and the New England Refreshment Services Association to support the policy change.
