The International Packaged Ice Association is calling for stronger oversight of vending kiosks and similar retail formats, according to a press release.

The move follows a new peer-reviewed study from the University of Iowa that found detectable levels of lead in water sold through kiosks in multiple states. The association said the findings highlight ongoing risks tied to consumable products sold through vendors operating with limited or inconsistent regulation, warning that such gaps can expose consumers to avoidable health hazards.

Researchers tested 20 water and ice kiosks across six states and found 15 contained measurable levels of lead, according to the study. One kiosk recorded lead concentrations nearly twice the U.S. Environmental Protection Agency's drinking water guideline. Researchers attributed the contamination in part to reverse osmosis treatment, which can make water more corrosive and cause lead to leach from plumbing components.

The association said the findings align with broader research on contamination risks in vending and self-service environments. Independent testing of packaged ice from non-accredited brands found frequent failures to meet microbiological safety standards, including elevated bacteria counts and coliform contamination. Additional studies in the U.S. and Canada reported similar issues, including the presence of E. coli, salmonella and other contaminants in some retail-produced ice, while accredited producers consistently met safety benchmarks.

Citing this body of evidence, the group urged regulators to apply stricter, standardized oversight to kiosks and vending-based food and beverage distribution. It also advised consumers to look for clear labeling, safety certifications and maintenance transparency when purchasing from such machines, particularly when buying for children or other vulnerable populations.
