PHILADELPHIA -- The City of Philadelphia said it plans to install condom dispensers in 22 of the city's high schools. The pilot program, intended to combat a purported "epidemic" of sexually transmitted diseases, will serve one-third of the city's high schools.

Philadelphia's decision to place the machines was partly influenced by a recent survey that showed of 130,000 students tested in the past five years, about 6,500, or 5%, tested positive for a sexually transmitted disease. It is estimated that teens currently comprise some 25% of new HIV cases in the city.

The venders will be installed in schools with the highest incidence of STDs. Advocates for Youth, a nonprofit, estimates that at least 418 schools nationwide provide condoms, but only 3% of those distribute them through vending machines.
