NBVA Seeks Permanent Exemption From CPSIA Section 103; Plans Capitol Meet

WASHINGTON -- The National Bulk Vendors Association said it is organizing a second Capitol Connections Days here on March 17 and 18. The lobbying event is aimed at gaining a permanent exemption from the labeling requirements mandated under Section 103 of the Consumer Product Safety Improvement Act for bulk vending products.

As currently written, the section of the law requires labeling of individual bulk-vended toys and novelties, presenting what many in the industry see as an insurmountable economic, technical and logistical hardship. 

NBVA described the upcoming gathering as a follow-up to last summer's meeting with lawmakers in Washington where industry officials, suppliers and operators met with nine policymakers in more than two dozen meetings. As a result of those meetings, the Consumer Product Safety Commission issued a temporary "statement of policy" that provided a specific exemption for bulk vendibles, but is widely seen as only a short-term solution.
