Illinois VLTs: 4,400 Placed In First Six Months

UPDATE: At the end of May, for the first nine months of the Illinois VLT program, operators had placed 6,956 terminals. Players wagered about $1.3 billion and won $1.2 billion. Net terminal income was approximately $98 million. State and municipal shares were $24.5 million and $4.9 million, respectively.

SPRINGFIELD, IL -- Six months of data, ended March 7, suggest that the deployment of video lottery terminals in Illinois has been moderate. According to a report by the Illinois Gaming Board, which regulates VLTs, location patrons wagered an estimated $458.3 million and won $422.6 million in the first six months of legalized video gaming. The state collected almost $9 million as its share of revenue.

About 4,400 terminals were in operation statewide as of March 7. For the most part, according to sources, operators are installing the maximum five machines their VLT locations. There are more than 15,000 licensed liquor-pouring establishments in the state that can be approved for VLT operations. The market is large enough to support about 65,000 machines.

Gov. Pat Quinn on July 13, 2009, signed HB 255, a hybrid bill that includes the Video Gaming Act, which creates a new video poker market under the auspices of the Illinois Lottery. Machines began operating in October 2012. Gaming revenues after payouts are taxed at 30%. The law also requires at least 80% of wagers be paid out.
